Back Dual or singel cpu? If dual, the first thing to check is if it's 50% on each, just the one cpu or if they're inverting, one taking over while the other drops. It's most likely one of the last two. One cpu at zero usually means xsi is doing something that can't be threaded, inversion is just windows being crap. If you've only one cpu then it's thrashing, you may be short on memory.
Cpus not flatlining is usually a sign of some kind of bottleneck. It's difficult to know what without knowing something about your scene, your setup and your network.
