If it's easy to move to Linux, give it a try. It might solve your problems. Also, make sure that you are using the conventional memory use reduction techniques, such as converting texture maps to .map format with imf_copy -p -r, using view-dependent NURBS and displacement tessellation, and using "large BSP" acceleration. Look at the BSP tree statistics and make sure that the BSP tree depth is reasonable.

The graphics card is not going to affect the rendering speed unless you are using Cg shaders.
