This is the message I got from Maxon Tech Support when I was trying to investigate bone export for a review in June:
"First you should upgrade to 8.1 as there were a lot of bug fixes with regards to the Shockwave exporter. You can download the update from (www.maxoncomputer.com) under the Updates section. The reason that you aren't getting the bone animation though is because the exporter will only export out keyframed animation, if you are using MOCCA or expressions to drive the bones they will not be animated when you export. To add keyframes to the bones from an Ik'ed bones chain you would need to select all of the bones then in the timeline go to (Object->Bake Object). This will create a duplicate of the bone chain in your Objects Manager. You will need to delete all of the IK and Expression tags on the new objects and delete the old bone chain.
