I fear you'll have to go the SPDL editing way.
Install the parameter set as a spdl and go hacking.

Hi All,

I was wondering whether anyone could tell me how to re-order custom
parameters inside a custom pset once it has been created? I have a new
parameter which I would like to appear further up the list...
