No, there really hasn't been a solution to the Flash Xtra issue. The best bet at this point seems to be that you'll need to detect that you're going to have a problem (by checking the productBuildVersion) and if there is a problem have the user manually uninstall Shockwave.
While this is a major PITA for those users, it's the only way you as a developer can know that you won't break their computer. :(
