Glows tend to flicker in maya in general.  If you have access to maya 4 or 4.5
versions of the help docs just type in "glow flicker" and you'll get info on
turning off the "auto exposure" toggle switch located under the default glow
shader's
attribute editor.

I'd imagine if you are using any sampler info nodes or expressions to drive
effects on your shader that could cause problems too.

More generally, what exactly are you after with your stars?  Are you flying
through them, or are they just off in the background.  If its the latter you
should probably just do a good paint job on a hemisphere.
