Back Sadly having layered hotspots like that doesn't work, as far as I know it's a general html limitation. Something that can't be even done in html editors - dreamweaver etc. Even checked to make sure :)
What about using the shape\poly hotspot tool to create a hollow ring shape for the outer hotspot ('C' shaped with it's ends together) and a circle for the inner hotspot.
