sorry to bring this up again, coz i cant reply as my ISP was down for a week.
an example to make it clearer of my situation: say I can transfrom in XY axis
when I click in the middle X and Y axis in the front viewport, but Im limited
to only either Z or Y axis in the right viewport. Its always like this or am I
missing something here?
a bit of hints would be greatly appreaciated.

you can only move in the active transform axes even if 'Enable Transform
Manipulators' is checked.

Hey, what transform mode are you in? And are you perchance singled out
on one axis? (ie, you've double clicked any of the mouse buttons, and
the other axis are black rather than their appropriate color?)
