Back Yup, this has been bugging me for several years.
Elvira has almost got it. The Other option allows you to alter the base frame rate by some multiplier, not change it directly.
You can set your frame rate to to 20 by first setting it to 25 fps (PAL) under Preferences>Settings>Working Units>Time then under Preferences>Timeline>Playback set Playback Speed to Other and set the Other multiplier value to 0.8.
There are probably other combinations of Working Units and Playback Speed settings that will work as well.
This seems like a silly work-around, and I don't understand why they don't let you set an arbitrary frame rate under the Working Units section. I asked repeatedly for this years ago, but no one I spoke with at A|W seemed to think anyone else wanted such a feature.
