>From my experience I want to snap the value of one keyframe to other
keyframes, not to the nearest frame number. For example, I have a curve
with 2 keyframes one at a rotational value of 90.3 degrees and another
at 90 degrees. I want to snap the 90.3 key to the 90 key. It would be
similar to snapping to points in a modeling window.  I believe this
functionality was available in SI|3D.

In XSI I have copy the rotational value of one key in the "Value" field
of the animation editor, select the other key(s) then paste in the
"Value" field.
