I'll try to shed some light on this for you.

It is much the way film works. Full apature is 4:3 and within that you can crop as you like. However, given that Maya's camera is virtual, you can change this behaviour. As someone suggested, place your camera's Film Fit to vertical and then change from your 4:3 format to your 16:9 format. To make sure things look right, display your film and resolution gate, and temporarily set the Camera's overscan to 2 (or something appropriate).
