Key All Bones Rotation not working 2004-03-08 - By Chris Marshall
Back I had assumed that if you were keying the bones rotation, you'd probably need to do this quite a lot, and because selecting each bone in a skeleton would be slow and tricky, the whole idea of 'key all bones rotation' was to avoid the need for doing that. ie, you simply select the whole hierarchy, select the command, and it goes through each bone, setting a key frame. But it doesn't look like this is what it does, so I'm not sure why it's there?

I'm not completely sure with this, but have you tried to select each bone individually, not in branch mode, before using KeyAllBoneRotations?...
