Turn on dithering - it will help. The banding is a limitation of the 8 bit colorspace, as there are only 256 levels of grey and in this case you see the step between 2 levels where there is a large gradient area with only subtle change. Only dithering can help until we get 10 bit or more for displaying our final material. Obviously if you output to film you could render 16 bit imagery which would deal with the problem.
