Back One way is to turn timeRandom ON on the emitter and animate the emission rate from zero to the frames per second(i.e. 30) for the frames to wish to fire on. Note that the meaning of timeRandom is really opposite what the state of the toggle is... when it's on emission is at regular intervals.

Hi, I am trying to find a way that I can use a particle emitter to fire off a particle each time I pull the trigger on a gun. Is there some simple way to do this, or is it a case of animating the "rate" up and down as desired?
