If you turn off caching you'll not be able to repeat the particle sequence,
it'll just carry on from where it left off last time. The reason the blur's
not working is probably because mental ray isn't able to correctly get prior
or next frames. Pre-build the cache files by playing back a wireframe then
write protect the cache files before rendering.
