The first problem has something to do with geometry on the two objects being booleaned occupying the same space - I can't remember the exact details. To overcome the problem you can: - Try moving one of the objects in any axis by a tiny amount - say 0.001 - before the boolean operation. - Check the "Triangulate First" box in the boolean tool properties panel. - Change the identity value from the default of 50 in the boolean tool properties panel. There is some trial and error to see if a value other than 50 will allow the boolean operation to work
The second problem where a boolean union gives a result like a boolean subtraction will almost certainly be because you have inverted faces (faces with flipped normals) on your objects. You need to correct the bad geometry before the boolean operation.
