That is really not for me to decide, but in the past if there has been no update to tS during your entire ProTeam prescription period, then Roman has made concessions towards honoring a free upgrade....but I think it was on a case by case basis as everyone's proTeam prescription has different start and expiration dates and there is no set date when a new version can get released.
Relative to proTeam in general, I would consider renewal. True, 2004 was not as content rich as previous years in that there was no major upgrade (but you did get tS Illustrator...whoohoo), but I think that was only because Caligari was 100% focused on the new tS7 architecture. And the upside to that new architecture is that (as I read the tea-leaves) it will make product enhancements that much more easier in the future. This spells content that a proTeam subscriber may appreciate because as the architecture makes plugin/shader development that much easier, then there will be more plugins, shaders and the necessary courses required to train idiots like me on how to use these new tools. Though I know nothing about what is planned, I can say this with some confidence based on what we do know concerning the new renderers. There could one whole course each on Virtualight, vRay, caustics rendering, etc. I honestly believe this will happen...I just don't know when. If tS7 gets released early relative to your renewal date, then you stand a good chance to really benefit. Of course, if it doesn't...well?
But in the absence of real information, there is hope....and that is what this season is all about.
