It can be done as follows.

1. Make sure that your reference images are all even squares. Add  
white or black padding around the image if necessary. Align the
images so that same features are at respective places in each images
and make sure the scales match.
2. Create 3 planes that intersect at 0,0,0 and are aligned like XY-
plane, YZ-plane and XZ-planes.
3. In shader room assign shader with uv mapping with different
reference images to each plane. Use ignore normals option. Rotate
textures as necessary.
4. Group all the planes and name them reference1.
5. Apply textured mode (allows to see the images) to viewports as
necessary.
6. The reference-gizmo is also visible in preview viewport of
different modelers. Change the view/camera of preview viewport to
top, left etc. as needed.

In vm, you can also use reference images in viewports, but this
method has some advantages as it moves, scales, zooms, pans etc.
similarly to all other scene items.
