You might be able to find the beta version of LivingCELs around, which is a very good app, but the company that was developing it got bought by Microsoft, because of another Illustrator like application that Living Cels was based on... Not sure if Microsoft wanted to kill the development because it was competition to a product they are developing or what...
Toon Boom is actually not that expensive: www.toonboom.com - $150 for the express version, the full studio version costs the same for students, not sure K12 or what it's called is accepted(maybe only colleges, maybe colleges and senior high, I don't know)...
