Yes, that's how it functions. For example, if your particles have an avarage lifetime of 3 seconds +/- 1 second, then each of the particles is associated with start color at 0 seconds and end color at 3 seconds (+/- the variation). So, you'd usually want to give full white for start color and black for end color and grey at the middle.
It's really quite simple.
