Back Blue, indicates cold.
for the snowy texture... could use about anything... but... if reflections are being used... try a bunch of small flat reflective objects as part of the texture... (something maybe introduced in the highlight, but especially shiny channels of the shader) move the light (or model) to show as much as you want.... Also, maybe add some blue to the reflection.
The key is of course, BLUE!

PS.. use the same shade for each letter! Make the shader, and apply to each letter. Or make the entire text object a single object.
PPS... if transparent, ice type letters, use a little bit more blue in the back lighting for the letters. and perhaps a bit of blue in the transparency channel...
