Mike,

can you post the model and rig or at least a screen capture showing the
rigging (bone placement and hierarchy)? I can't tell from the animation
how the rig is setup.

Character rigging is an art in itself. Some animations will use several
copies of a model each with different rigs for different actions. It
might be necessary to setup a rig specifically for the walk cycle and a
different rig for other actions. You may even want to use morphs for the
walk cycle rather than bones...
