Back C3 files should be useable in C4, assuming that that have the same plug-ins in the C4 as you do in C3. If not, then I've heard of files that only partially show it's contents, or even fails to open at all.
C4 files are not necessarily backward compatible, due to it's new features. Perhaps, if you avoided all the new features and extruded additional things like animation and such (because they were updated in C4); a C4 file might be able to be opened in C3, but that isn't officially supported.
