A couple things to check...

First, do you have cast shadow disabled on the dome?

Next, do you have light through transparancy enabled in your rendering
options?

As for the plane, you should be able to define it as a shadow catcher. I have
not actually used this before, but it should allow the shadow to follow the
plane's shape on the background image without actually rendering the
plane itself.
