I agree...too time-consuming and it is not easy to recall previous changes from differnt sections.

This is probably the best way to go. You can also add "video padding" on either side of your animated clip to allow room for special effects when you composite the segments (post-production editing). I think this will give you the most flexibility.
Now, depending on what changes you do to your model in one scene, you can just simply import that updated model into your next scene (CAR file) and then use the "Target" Modifier to have the updated model mimic the actions of the animated model in your scene. Of course, don't forget to turn your previous model "invsisble" so that both models aren't seen at the same time. :)

Hmmm, not sure about this one. My first impression, if I understand your question correctly, is to say "no", there isn't a multiple sequence option in the timeline that I am aware of. The ony way I can see you getting around that is to group your related animated elements together and then build your subsequent animations by turning on and off elements (make them visible/invisible)and groups that pertain to a certain scene. However, this may become a hefty file because you most likely would be using duplicates to preserve certain animation moves for each animation group.
So it seems as though your second option with the help of the Target Modifier would be your best bet for this project, IMO.
