Dennis,

Considering that the end project will be a 2D vector animation, you
could simply make the animation in a vector program that exports flash.

Start with the grown tree, maybe a Carrara render using the plant
modeler. Using this as the guide for the end frame, trace a stick
figure of the end result. Every keyframe from the beguinning to the
end will represent a progressive realization of this stick figure.
What will change from frame to frame is the circumference (width, in
2D) of the trunk and branches, and the "growing out" of the branched
network. Some branches should be lost in intermediate stages (the
kinks in real tree branches represent branching junctions where only
one branch prevailed).

If you intended to throw in some camera moves during the animation,
you've got a problem, as this is a 3D animation specialty.
