Back I wouldn't even think that Tattoo would compare to Bodypaint. But it is a cheap program that could be good enough to do small color blocking on the model's UV map and then take into PS or Painter to do the rest.
Another interesting program is Curvy3D. It allows you to paint on the model to deform it's mesh. It also has some painting controls. BUT, it's extremely picky on working on some computers, because of the graphic card needs. If you can run the demo, you can use the program.
My work computer can not run the demo, and it has a GeForce 2 MX/MX 400 in it.
