Back There is a little tiny program called Tattoo that will let you paint on your models. It does have some photoshop tools like smear and other painterly effects.
Its free for personal use. $25 dollars (I think, however, it's really low-priced) for professional use. Only issue with it is that it can only handle models with 4 or 3 sided polygons. You will have to UV Wrap your model prior to importing into Tattoo.
