Duplicate one tree four or five times.

You may want to try promoting that one tree to a master...

Group this.

Duplicate the group...

do this for one hill.

Group it and the trees on it.

Duplicate the hill and attached trees, rotating it a little each time.

Make sure that the hill has zero edges, and put those edges below the
current plane/terrain level so that they do not show....

I'd do this no more than four times per hill...
