I'm guessing you went through the 1:250k link and then downloaded the uncompressed stuff. USGS posted them without extensions, just add the DEM extension to make it work.
Once you've got the extension, you should be able to use it with anything that supports DEM. To use it in Carrara, as mentioned in the earlier posts, there are various tools that will convert it to a Bitmap or TIFF but you'll see a lot of banding since it's converted to 8bits. Ground Control will let you import it natively into the Terrain Modeler with no loss of precision.
