You can bring pets to another country.  You simply have to check with
customs (here and there) to insure you follow the proper steps.

My little toy poodle is puerto rican. (Gift from wife's parents)  U.S.
Customs only required us to get a complete physical and about 15 shots
for the dog before it'll be allowed to travel.

The airline required us to pay $80 for the travel of the pet (whom
stayed in a travel carrier UNDER my seat) and also required to see
that the shots and physician signed off on her.  Encase you were
wondering, we paied $89 per one-person ticket per way to travel there
and back.

Puerto Rico is a U.S. territory, so it's U.S. Customs on both ends.
