Yep, there's a way, you have to play with the angle of incidence. I don't know if it will work the way you want for your object, but I did a planetary atmosphere and had the glow just around the edges (as seen by the camera), it's done with Digital Carver's Guild fake fresnel. How this might work on a solid object I'm not sure, but it is worth a try.
I used it in the glow channel (and for this, the transparency channel as well).
