Back I can get it to work fine here, the polyh checks as a collision object.
Just make sure polyh is indeed selected, reselect it if it is not. (First click on the collision object's name in the list box of ClothMotion collison objects, then see what type it is set to. If other than polyh then reselect polyh.
It is good also to check "use parameters" and "h=" value as to make the zone between the cloth and the collision object smaller or greater.
