Maybe try creating a circle of about 60 points, bring it into Carrara.

In Carrara, extrude it a bunch of times so you have something that
looks like a stack of washers. Naturally with 60 points around the
edges...

Convert to vertex, and select, say, every other point around the "tire"
(not including on the edges) and move them up or down (or left or
right, depending on your perspective) to get a zig-zag pattern.

Then, selecting strips of the zig-zagging polygons which wrap around
the tires, extrude..

Maybe that will work?
