I'd do the following:
1) create the tire as a torus section (and a non circular cross section one at that) in the spline modeler.
2) generate your tread pattern as a texture map, for a test, anything will do well, checkers might even look semi realistic...
3) use anything grooves... Under modifiers for the tire, apply the anything grooves modifier. Try the downloaded trial version, it will give you enough of an idea to see if it will work for you.
4) this should give you your tire.
