Actually its after I download the compressed folder. Windows will not allow me to extract the files. It blocks me from opening it. I already virus scanned it and its free of viruses but I still can't open it. Tina

I get that with those "your download should start within five seconds" pages. I think IE is just trying to keep you from potentially downloading something harmful. If you're getting that yellow banner across the top of your browser saying it blocked something, click the banner. It should pop up a menu giving you a choice to download the content.
If it doesn't, try lowering your security settings a bit. It's under Tools/Internet Options/Security. Press the "Custom Level" button, and there are some settings for handling downloading files.
