That's what I was thinking too, it's really more of a Shader Ops thing. I just finished posting the update to Shader Ops and this one is a freebie! The serial number dialog will come up and the rest of the Shader Ops will be in evaluation mode if you don't enter a serial number, but the new shader Programmable Scale will work even in evaluation mode.
It gives you two sub shaders, Source and Scale. The first should be slotted with a 3D shader like Cellular, the Noise shaders, or Veloute's 3D random map. The second will scale the first one, darker is smaller, lighter is larger. It also makes a great perturbation shader, just drop two different noise shaders in each of the sub channels.
