Which Poser group are you subscribed to? There's an old one that gets little to no activity, then there are Poser101 and PoserNew at Yahoo. Both get a lot of activity, and have folks who are really good at Poser who are always happy to answer questions. I really recommend subscribing to those two groups; the folks there have been invaluable to me. (Much as the folks here have been invaluable to me learning Carrara, and even 3D graphics in general.)
I haven't really messed much with morphs, but I can answer a couple of your other questions. You can create props in any modelling program. I create mine in Amapi. (I do all my rendering in Carrara, but I've made some objects in Amapi for folks to use in Poser.) As long as you can export it to be an OBJ file, you're good to go. Which program is used is really just a matter of the creator's preference.
There are two types of clothing: dynamic and conforming. Conforming is designed to automatically conform to the figure. With dynamic clothing, you use the Poser Cloth room to "clothify" it and drape it around the figure. I personally prefer dynamic. If you subscribe to the two Poser groups that I mentioned in the first paragraph, go to the Files section of the Yahoo group and you'll find a folder called AMN Poser Beginner Tutorials. Those are tutorials that I wrote that cover some of the absolute basics of Poser, and include one on dynamic and conforming clothing. Not how to create them, just how to use them.
As for making clothes, I haven't tackled that beast yet, but this page is supposed to have some good tutorials:
