Yeah, you can create shaders like this only with the shader-ops from digitalcarversguild -> http://www.digitalcarversguild.com/products/shaderops/galleryframe.ht m (fake fresnel operator)
Really simple process: I just extruded some faces of a sphere in vertex modeler. The roughness comes from a displacement map (something with noise operator I think). You have to use the Anything Grooves plug-in for that. A little bit depth of field and there you go...
