Hey there.  There's nothing too different about modeling a fish, a monkey, a
face, whatever...  Sure they look different, but a good model is a good
model is a...

My ball park suggestion would be to start off by modeling the base shape
using nurbs curves.  Create Square nurbs surface patches using the square
tool.  Convert these patches to polys.  combine the poly's, then merge
edges/verts.  Use either a smooth proxy, or sub-d proxy to test for final
form, while keeping your poly count low.

You should investigate create surfaces from curves.  converting poly's to
sub d's, converting nurbs to poly's, using the birail, loft, square, and
boundary surface tools.

if you plan on animating this model you should think about how it will
articulate.  Check out www.hippydrome.com for some insight.

You may have a hard time finding a tutorial for modeling a fish...however
all the tools required to build a fish can be learned by modeling a human
head/face.  Try looking at those tutorials first and then applying what you
learn by completing them on a fish.  The better your reference art is, the
easier it will be to create what you are looking for.

There's an abundance of patch based modeling tutorials for maya out there.
check learning-maya.com and highend3d.com for "nurbs patch modeling"
tutorials.  You don't need to worry about stitching and tangency if you're
gonna convert the patches to poly's.
