I use CorelDraw 12 (which may explain why they can't support 8 anymore!)
and still find it to be the most flexible and useful of all the vector
drawing programs. I use Photoshop CS for paint/photography work,
although Corel PhotoPaint is still an extraordinarily powerfull app (and
much easier to learn than Photoshop -- fewer completely hidden secret
commands). Version 12 is the most robust version Corel has ever
released, imho, and has tons of very convenient features. When making
montages of photos or other bitmaps, I always end up doing it in
CorelDraw, because of the flexibility -- there are always several ways
to accomplish something, and often it's so convenient (compared to
Illustrator, etc.) that I end up laughing out loud. It's really a
brilliant app, hampered only by the occasional clumsiness of its
publisher. Corel is under new management now, and appears to be
re-focusing on their core products (they've divested just about
everything but the Draw and Office suites). I can't recommend CorelDraw
highly enough -- even though I've been using it since 1.0 it never
ceases to amaze me.

My first and only 2D App was Corel 8,but I can't get in options and the
color,brightness is all wrong and can not fix it.
when I emailed Corel they said we don't support that version any more.
My response to that was ...well can't say that here.

Anyways I just need to crop, resize,convert from .tga to .jpg etc etc
more or less just edit .jpgs  to post on Forms,Atomic-3 (See http://mic-3.ora-code.com)D.

I spend all my time with 3D related App's I know there our alot of 2D
App but I don't know much about them.
All I ever here about is Adobe but ant that a bit much for editing .jpg
for the web.
So what do I need ?
