I spend all my time with 3D related App's I know there our alot of 2D
App but I don't know much about them.
All I ever here about is Adobe but ant that a bit much for editing .jpg
for the web.
So what do I need ?

Well, I get by using Adobe Photoshop Elements, I actually got my version
by purchasing an Epson CX3200 Printer and the cd ~w~ serial# was
included with the software package.
It will get you through editing tga's alpha and pop it into a jpeg in a
pinch.
