I realized the very first step to do with this:
Tell the customer that you will need to double the number of
vertices for each level, and tell him that creating and moving
each vertice i correct place will cost him 1 Euro.... ;-)
If he thinks this will be too expensive, then tell him to reduce
the number of intermediate levels to make a cost that he can pay.

I think he (or she?) does not understand the complexity of it.

For making a simpler version, I would say that the top level
should gave 64 vertices representing the circle. Then there will
be only three intermediate levels. That will cost 124 Euro.
