I don't know anything about PowerPoint, but based on my experience with
animated gifs I'll take a crack at it:

When creating animated gifs from frames in image editing software like
Adobe ImageReady or Macromedia Fireworks, there is an option to control
the amount of time each frame is displayed during play. The first frame
may be set to display for 1/10th of a second and the next frame for 2
seconds, etc. When you save the animated gif from Carrara at 12 frames
per second, it does the math and sets each frame to display for 1/12th
of a second. Your browser obviously understands this. Maybe PowerPoint
is not capable of making this distinction, or maybe it has a feature in
the preferences or in the menu somewhere that allows you to dictate how
long each frame is displayed. I would suggest you start with that. If
nothing pans out there, try to  set the frame rate with ImageReady or
Fireworks. If you don't have one of them you could probably download a
trial version or look for a freeware equal. Here is one for Mac called
GifBuilder:

As I typed in the line above, it occured to me to try a Google search
with the following ing the search field: "powerpoint animated gif frame
rate".
