Sounds like you might want to play with formulas.  I'd go to
www.vizualds.com and look at the strobe tutorial.  You'd want to
replace the last line by a 1+sin function, if you have a problem, drop
me a line and I'll figure it out for you.

This requires a beginning keyframe and an ending keyframe.  Place the
ending keyframe way past the end of your animation, (just for
convenience sake).  

You can produce a precisely timed offset by adding a value to T in the
first line of the equation.  If you have a problem with that, I can
help (you can also add a phase correction to the sine/cosine function
in line 2).
