Back *I haven't upgraded to 4.5 or 5 yet so this is for 4.0 only.
I've noticed that at times that snapping and/with axis constraint simply wont work as it's supposed to? The solution I've found that because Maya is dependent on downstream upstream connections is that if you double click the move transform button on the left side of the GUI and reset it to transform in "World" coordinates your axis constraints and snapping come back as they should. There is probably a logical reason for this but I don't know Maya yet well enough to explain why. I guess that as one works sometimes you'll move into transform local or normal etc. transparently and Maya can't find the point or curve your looking for in those modes. Just tested this and you definately can't move a CV of a curve constrained along an world axis and snap to another CV on the same curve in any mode other than "transform world." However curve snapping should work in all cases.
