1. Use Polyline tool to draw with. The Add tool lets you add a point
to and existing line.

2. Do you have "snap to grid" on? If you do turn it off and see if
you can move the line.  with the snap to grid on and the grid
settings to high the line won't move unless you drag the point past
the grid point.
