Remove the glass sphere, lens flare doesn't work through transparency.  Or,
if you want that sphere to show, put a tiny second light between the light
and the camera and put a 'point at' constraint on the camera so it's aimed
right at the camera; make it a very tiny spotlight so it doesn't interact
with the scene much but it will generate that flare.

  Hello, I have a bulb light inside of a semi-transparent glass sphere and
a lens flare enabled so that what I am looking for is for the bulb to shine
from inside light an old street lamp. Problem is that when I render, the
bulb and the lens flare don't appear. Whudoido? :\
