If I remember past discussions, Len flare and glow sphere stuff does not work through a transparent object. I think you have to have an unobstructed path between the camera and the light. Putting the bulb in front of the glass does not work well for animation, and even in some shots...
You might want to try an area light inside the glass, and then see if glare works.
This would work with multi-pass rendering, of course, but you'd have to composite the stuff together.
Depending on your lighting effects, you *might* be able to make a picture of a light in the middle, then put it as a texture on the glass of the lamp, there's a lot of angles where this won't work, though.
The other option is to leave the glass out, and make the light sphere big enough, or make the light bright enough, that the lack of a glass is not seen. Not what you had in mind, but if my supposition about the light sphere and lens flare is correct, you may be stuck with it.
