As far as I know, the Spline Editor only accepts *.AI or *.EPS files (vector-based files, that is). However, if you want a terrain relief, you need to use the Terrain Editor. And yes, it uses raster images (BMP, JPEG, TIFF, etc.) in black and white or greyscale. You can try using a color image coupled with a particular type of shader effect, but the terrain relief is based on black and white values (from what I understand).
